To receive this free seal, go to Maggie 'Slither' Masterson. This can be done in addition to the 3 weekly seals.

At the moment it looks like the quest resets at midnight servertime rather than the daily reset time — peculiar.

Edit: One of my alts got three seals from her in one day. A friend of mine said that it's because she will remember how many she has or has not given you, so you can visit her on the last day that the Nether Disruptor is up to pick up all 3 (or 4?) of the seals.

You have to talk to Commander Chambers at the construction table before the repeatable quest is available from Maggie at the Nether Disruptor.

Is this repeatable for more than one week? I did it one week and got 2 seals from Maggie, but I've never been able to repeat it after that.

She starts Fate Sealed quest that awards one extra Seal of Broken Fate each day that building is active. This can be done in addition to the 3 weekly seals. Meaning you can loot up to 6 seals per week.
To get this quests Command Center and Seal Your Fate buff MUST be active.
Day 1: Fate Sealed
Day 2: Further Progress
Day 3: Touched by Fate
If you arrive on the last day, you can get ALL three quests at ONCE ^^

I could be wrong, but it seems that if you only go to her once the Nether Disruptor is already under attack and on the way to being destroyed, only Touched By Fate is available.

This is broken if you get your first seal on the first day and then forget the second seal. You will not get your 2nd and 3rd seals.

Has anyone else noticed that if you do not pick up the seals when she offers them (because you're at the cap) if you try to get them the next day, she doesn't offer the quest? Or is it just me?
Edit, completely camping out and relogging, I was able to get my final seal after doing a world quest in Broken Shore. It does seem a little buggy but that fixed it for me.

Ok to add a further comment to what I posted in reply to someone else. On my alt that had not even completed the quest to create the nether disruptor for the first time (and didn't get the subsequent seal your fate buff at all this week), I was unable to get beyond my first free seal. This character did not purchase seals in dalaran either but not like it should matter since this buff never was exclusive with the 3 seal cap set by blizzard. It's fairly obvious that this is a intentional design change by Blizzard in order to limit seal spending. Especially if you start off your week with 3-6 seals already, even before purchasing the three within Dalaran and the three which you could have gotten from the nether disruptor if you visited on the last day like in 7.2. It's either that or it's a 'working as intended' bug which hopefully will addressed by the next rotation. Whenever that is.

YOU CAN'T GET MORE THAN 3 SEALS PER WEEK!
So I bought all 3 seals from dude in dala, and then I went to nether disruptor and had seen no quest. I opened a ticket and GM told me that you only can get 3 seals PER WEEK! So guys first do nether disruptor if it is available, and only then go to dala:D

Has this been removed from rotation in 7.3? The nether disruptor hasnt had this buff in at least 5 or 6 rotations.

Currently Nether Disruptor is broken after 7.3.5 and only offers one seal instead of three. It's known issue, so let's hope it'll be fixed next time when Disruptor will be up in EU.

As of the time of this writing, this seems massively inconsistent. I've seen reports from some people that they could only get one seal from the whole duration of the buff; I've only been able to get two, although I've had the buff the whole time; and I've seen people able to get all three seals. I'm not sure what's broken this, but I do hope Blizzard tries to figure it out.

You can only get a maximum of 3 seals from her. Doesn't matter when you pick them up as long as the nether disruptor is up.

Hope this will help some other noob. After you complete the Nether Disruptor and get the Seal Your Fate buff, do at least one WQ in Broken Shore. Then talk to Maggie 'Slither' Masterson at 41,64. She should have a couple of blue question marks over her head. I assume you need to do another Broken Shore WQ to get another seal. Not sure if it has to be on other days or if you can wait for the quests to show and get the remaining seals.

I believe this may in fact be bugged (as folks have suggested), or perhaps nerfed by Blizzard at some point.
In the past, I made a point to visit Maggie 'Slither' Masterson on the 3rd day the Nether Disruptor was active and acquire 3x Seal of Broken Fate. This most recent time that the Nether Disruptor was up, I instead was able to only get 1x Seal of Broken Fate on four different characters, and 2x Seal of Broken Fate on one character. All the characters had enough space to claim 3x -- meaning, this wasn't caused because they had hit their cap of 6x Seal of Broken Fate.
Hopefully Blizzard either resolves this or acknowledges that they adjusted how this works (I haven't seen anything in the patch notes about a nerf...). However, considering how close we are to BfA, this will likely go under the radar and unaddressed.
